One more ascpect of this is that how this will be duplication proof. With the corruption we see in daily life, its quite possible for anyone to get ID cards with different names. The recent fiasco of BPL (Below Poverty Line) ration card in AP is an example to this. As per the figure presented for BPL ration card issues, it seems that almost all the people in AP lives below poverty line.
